The HCM City Peoples Committee has mapped out the development plan for the agricultural sector in the 2006-2010 period, in which the city will develop a rural and agricultural sector in combination with the typical features of a large urban area.

The city will continue changing the economic structure of agriculture and fisheries, and develop effective production models such as farms and family businesses. Farm produce will be diversified and brand and quality building will be improved to meet the demand of large orders.

The zoning and management of agricultural land in the city will be made more reasonable. Infrastructure will be further developed to create favorable conditions for crop restructuring while the agricultural and rural industrialization and modernization process will be stepped up.

Trade promotion of farm produce and credit activities for the rural area will be expanded. The connection of farm production with industry, service and consumption will be formed in rural areas, and traditional occupation villages, especially those targeting tourism and export, will be set up.

More supportive and preferential policies will be issued to encourage individuals and organizations to implement the biotechnological, hi-quality seeding plants and key agro product development programs.

The productivity and income for rural people as well as the average agricultural production value per unit will be increased. The national program on clean water supply and environment hygiene will be conducted more efficiently, helping more rural people gain access to clean water.

Compulsory high school education will be expanded and more cultural houses will be built in communes to shorten the gap on cultural enjoyment between urban and rural people.
