1. Macro regulation measures and policies
Focus on efforts to increase the added-value output of industries and bring about transfers from industries with low added values to those with higher added values, and boost production and exports.
Policies for restructuring the economy and setting up cooperation among economic sectors.
Increasing accumulation of the economy and looking for capital sources to ensure the gross domestic product (GDP) target.
Developing economic infrastructure.
Developing the monetary market and credit and banking services.
Conducting research into the establishment of non-banking credit and financial institutions to support the capital market.
Reforming tax policies to maintain taxation revenue and regulate the distribution of income.

  Amending land policies to foster the development of the real estate market.
Continuing the reform of State-owned enterprises.
Building new institutions including the Stock Exchange and the International Trading Center.

2. Construction of mechanisms for decentralization of management to HCM City
Increasing the decentralization of administrative power between the central Government and the HCM City government.
Building new mechanisms for central and local budget management to grant more power to the city government.
Continuing policies to mobilize resources via calling for investment from all economic sectors into the education, training, healthcare, culture and sports sectors.
Strengthening urban management measures.

Renovating State administrative apparatus at local levels, providing good conditions to speed up administrative reform.
